Third party's may certify a unit
The standard that is used to calibrate by must be a known. Or traceable back to a given standard.
Cal labs for test equipment are used frequnetlyby the communications industry. Some manufacturers of CATV test equipment have been a little slow to put common repair and calibration instructions out to these labs, much less sell them repair parts(editorial mine).
You must keep on file a record of who fix and or calibrated your meters or test equipment and the standard they used

You would want to know that the meter you are using is really reading 1 miliwatt of power at 75 ohms when the dial inidcates
0 dB. Not 0.1 dB or -0.1 dB +/- the error factor of your unit.
