wow, that's sad. good luck, but if it's been that long i'd say it has to be incompetence. they should have hooked up a meter at the modem on the first tc and read the levels and pretty much known from then if it was local or on the circuit. if on the circuit it should have been fixed by now, and if it was local fixed that day or within the week at latest (assuming the service tech was above running new cable)
