Here's an easy illegal check:
If they don't know English, they are most likely to not be able to work in the USA. Reason is, if they were born here and are an adult, they ought to have learned English through school and socializing. Also, the citizenship test is in English so you have to know English to take it. If they present an SS card but don't know English, don't hire them, most certainly illegal.
