Dayum! Who the hell are you guys installing for? The customer's prior status with either service is none of my concern. I'm not paid to verify if the guy is a flake, I'm there to get signal to however many boxes and I'm paid for my knowledge and ability. If that customer can't activate, not my dang problem, I've done my install and I will get paid. There will be a lien on that property otherwise.
If a company wants to make your pay conditional upon the customer activativing, tell them to "suck it!"
