No, the cable simulator reduces the high end by making it appear there is greater distance between the actives than there actually is. It is all about attenuation on the distance of the cable and the need to overcome the tilt. High end attenuates at a higher rate, than your low band, so over distance, the low end is able to catch, and sometimes pass the signal level of the high end. That is why you end up with forward line equalizers at your end of lines, to overcome reverse tilt.
