KR ZACK, the PC controls are not the best way to do what your trying to do. No slam to scooter as it is possible to do some controling. Especially is you have XP and create another "user" to sign into and made it a "limited user". This will work somewhat but then there are still a lot of other setting you must get into to really control the downloading.
One solution is "Norton Parental Control" that you can get at a small fee. If one does not like "Norton" there are others out there that do the same and better.
As for HuesNet system? You're much better off with Wildblue System or HughesNet Powered by Wildblue.
