Instead of asking everyone else try asking a Comcast Field Supervisor/ Inspector/ QC. If they tell you it needs to be done then it needs to be done. Keep in mind it might not seem like its the best way to install a ground but its what the customer wants.
Every system has there own rules and ways of doing things. Its part of the buisness. Wish I could help more.
