should be a fail, back when I was in MN galaxy 1 (midwest largest installer for DISHNETWORK) had to go back out on 1000 jobs and reinstall them cause they had been grounded wrong, MN is one of the toughest states to do low voltage in with all their laws so you better know the codes.
