I would have to agree with Gwester843. Depending on the distance you need to cover, a few hotspots would do it. There are some WiFi mesh solutions on the market that would also take care of the backhaul/return path part. PatronSoft makes a hotspot software solution that would allow you to do pay as you go/day/week/month/year for around $985 last I looked.
Cable internet will mean getting a CMTS for around 3-6 Thousand and modems, test gear, etc..
Alot depends on what you can get a data line for in your area. The costs vary by geography and distance the line needs to go, as well as competition.
