in - house contractor


Saw an add today for sub contractor or in-house contractor.
Could someone explain to me what the difference is? I always thought that a contractor was a contractor ( 1099 ) and in-house was in-house ( W2).. I know a lot of contractors out there 1099 there guys and i have tried in the past, a long time ago, but was always corrected by the state and the feds, i mean i know its not legal but would like to know what the difference between the two would be.
