It may not be that complicated, Mechanical, I believe Jerry is talking about this Border Guard mess unraveling and eventually exposing U.S. Government in dirty deeds that will leave this pale in comparison...such as The House of Death, and this may all come to light as the Truth comes to clear Ramos.
