I think Joe is assuming you use Motorola's DAC for your Conditional Access(STB) system. What he suggested will work fine, if that is the case. The SEM is made for multiple functions, VOD being just one of them.
Can you give some more detail on your system? Like the following:
1) Do you offer digital channels currently, in digital form? i.e. 256 QAM, 64 QAM, etc.
if so...
2) Do you have a CA platform with Settop Boxes(STB)currently?...i.e. Scientific Atlanta DNCS, Motorola DAC, or other??
There could be a few more questions needed, but those would help narrow down the easiest solution, quickly.
