Go to your local library, the reference section, and ask for a publication called "Cable TV Fact Book" by Warren Publishing. Contained among a plethora of facts is a listing of all the cable television companies in the US including their addresses, fax numbers, key personnel, location of major franchises and much more. You can't check out the Fact Book but it is just a few dollars to copy the necessary pages, about 30 I recall, right there at the library. Using this information, send out letters and faxes and see what happens. Your most likely hit will be cable companies that have a lot of rural stuff or stuff nobody wants. It would be a start.
The Fact Book also lists by State and town all the cable TV franchises in the US including key personnel, fax numbers, channel lineups, miles of plant, and much more.
The fact book you use will be last years but should be reasonably up to date and a lot cheaper than buying it for 1K.
