ONLY the President can declare war and declare a peace treaty.
Congress has no right to make war or stop it. The American people did vote for him, and if they have now changed their mind, which many have this is why he is elected for 4 years. Our fore-fathers thought of this long ago and knew that war cannot be fought by committee.
I don't agree with the way the war is being conducted, but that does not change our government regulations, and bi-laws
