It's sending a message saying "come on in because all the mega corps need cheap untraceable part-time labor who can work under several fake id's at the same job and they don't have to pay fulltime benefits, and then those coming in will get social services and social securty benefits that we taxpayers have been screwed out of. Hey maybe they can join the military and help GWB and Mr. Cheney/Halliburton and company prosper. , and then get automatic citizenship fpr them and their family when their tour of duty is over.
