Street side doesn't necessarily apply. As far as the NEC doesn't always apply bcz pwr/tel regions disticts even down to the municipality rules supercede. Some may not want a riser in a quadrant or in the oncoming flow of traffic which also may determine whether their protected by steel or plastic plus voltage. Streetside of the pole doesn't determine the face of the pole either. 99.9% othe time where the pole tag is placed determines that. Then starting left to right you have 4 equal quadrants. Need more info, you having a makeready problem or just wanting general information? Bottom line is your pretty much at their mercy(whomever owns the pole) they can be in the wrong doesn't matter when big bucks come into play to move risers.
