That would be Iraq that switched from the Opec standard of the U.S dollar to the Euro. When the dollar falls in value due to an increasing trade deficit or other factors, OPEC receives a smaller profit relative to other currencies. Oil prices would easily double if the other nations followed Iraq's lead.
Cutting off the our supply of oil and attacking our financial institutions are the most damaging forms of weapons of mass destruction.
