I think it has to do with culture. Whites and Blacks don't imbibe alcohol as often probably because of religious influence. Its why some states don't sell alcohol on Sundays, why we have dry counties, and why we even outright made alcohol illegal in the past. Most Mexicans I have met have a very celebratory lifestyle, which probably accounts for more occasions to drink.
Native Americans are the highest for DUI rates. I'm not sure why, but the firewater is sure popular with them. I've noticed their alcohol trends seem to be a more depressed alcoholic type, whereas Mexicans drink in enjoyment of the good times being had. I don't know if the Native American is drinking out of despair, but they sure do have a lot of things to be despondent about. It appears their respective societies are over the peak of their civilization and in a state of decline. They're on a countdown to extinction.
