Information seems to contradict your assertion. Cubans are the least likely to drink and drive and also have the highest seatbelt usage of all the various hispanics. Cuba is worse off than Mexico, where Mexicans have the highest DUI rate and lowest seatbelt usage of all hispanics. Cuba is a communist dictatorship. Mexico is more or less a meritocracy.
