So true, Saddam or even Hitler might have issued orders for the death of thousands (in Hitler's case it was millions) but they didn't actually pull the trigger, drop a bomb or release the gas themselves. There were other SOB's under them who were just as, if not more, sadistic carrying out their leader's orders. Simply saying "I was following orders" is not a defense for those people (as was well proven in the Nazi war crimes trials after WWII).
