Sweep in Sub of Philly

I've notice a lot of Companies posting jobs for sweep work in Philly. Their all looking for 15 sweep techs or more, bonus sign on etc. does any one have any info on these jobs? I know Philly and its not a pretty town to work in, but I was wondering what the problem was that they can't get workers?Is it the Traffic,streets,area,the company(Comcast),the specs.or maybe just can't make money dealing with all the above. thanks in advance for any info.
