My IP is issued to me from a server in Long Island New York over 50 miles away. Thats where that tool would take you should you run it.
Anybody that works for the ISP and gives you private info w/o a court order is in deep doo-doo. Good Luck. There are other ways though... try a little social engineering, works wonders. But it depends on your inventiveness.
