How do you think the primes got the contract? They got it by underbidding the competition. And as long as the prime can get the job done for that price, he has just set the bar. Its all about supply and demand. As long as there are workers willing to work for a certain price, and get the job done, prices will remain around the same until there is competition for those workers, then prices will begin to rise.
