Maybe simply because of the height of the towers the building was erected with thermite charges built into it to avoid having it fall into the city and do more damage. But who would rent out office space thinking they were working around explosives all day and that some person might eventually get to where they shouldn't becauseof lapse security and set them off.
The core of the building was immense and to be able to get the charges laid after it was built would have been a major undertaking for both buildings.
