Precise com, Yes you are correct it is legal to not hire a person/company again in that location, but it is illegal to keep someone from getting work in another location, meaning, If Comcast fires someone in Philadelphia they can keep that person from working in another Comcast system, but they can't keep someone from working for Time Warner, or Charter cable. And that is what samtron2 was refering to.
