TO get into telco you'll need the right tools and training first of all. Telco isn't hard, you just need to be smarter than two pieces of wire. To do basic installs from the pole to the jack requires only a hand full of tools which you probably already have. To get into splicing (where the good $ is) you'll probably end up spending about 10 grand on used tools to get everything you need. A good splicer usually averages around $2,500 a week doing unit work.
