The numbers sound like just a little higher than average but this can happen when the work is off the road and requires hooks or it has not been repaired for a while and needs a little more TLC. Also keep in mind when you are doing noise you are not talking about one guy you also need a guy in the headend with a spectrum. So you need 2 or 3 guys in the field to cover his pay as well. And the tools you need to work with are not cheep.
