It seems Echostar has not padded the right pockets in DC. Bill Gates found out the hard way that you can't get away from the tentacles of DC.
In my area, Comcast is able to provide ABC from the local town (Huntsville) and from another ABC from Birmingham. This has to be in violation of the law, but they still have it and even though Dish and Dtv have both stations available, they can't offer them together as comcast can.
Does comcast offer more locals than legal in your area?
