Do companies ever learn?

I have been working for the same company for about a year and a half. Soon after I was hired, the local supervisor was fired for not doing anything. 3 months later they let him come back and fired him again because he could only do about 2 jobs a day. I walk into the office yesterday and see him with a route. Are most companies this forgiving/ignorant/desperate for help?
