What is this!?!?!?

Can anyone tell me the purpose of this?!?!?! I've never seen a riser attached to the span before.

I can rule out it protecting the cable because it doesnt go around the cable, and it's not there to keep water out because the opening is facing up and all the water would collect on the bottom...

Any ideas anyone?
