It means you are "qualified" to install all three products= Video, Telephone and Internet at a customers residence. Most cable outfits require you to pass their certification tests before they allow you to touch their system, although, in practice, the contractors will send you out to do the work if you demonstrate the ability to stick the round peg in the square hole and make it work.
