The SCTE works with the ANSI like the IEEE does to promote industry standards. As Wolf said most MSO's publish their own verison of a construction standard. It can get confusing for a crew to do a job for one MSO then drive across town and do a job for another MSO and have to build or bond differently. Same jurisdiction
Another source of standards is found in the pole attachment agreement that each cable operator signs with the local power and phone companies. They (power and Phone) dicate the how, when and why of contacting a pole line.
