Sacramento should pay more, it's 85% easement and the parts that are street you'll have to have all the road/lane closure and flagmen in place or the city will give you the boot. When we built Sac. in the mid "80's" we had a crew whose job it was to just move the signs and cones around the crews, you could only have signs up 1 block away, either in front or behind the truck.
