Charter, Comcast, CV, Cox and all the other MSO out there off a carrier class service. I also have read that Verizon FiOS system that uses battery backup is customer owned. It is up to the customer to replace battery when required.
I do know that Charter requires the customers to buy the battery. I am sure they checked to make sure that they were not in violation before making that decision.
