Cause stores like Wal-Mart can hire one person with 2-3 false id's and work them 30 a week per id and not have to pay any full time benefits as well as charge them $3 to cash each paycheck internally so as to kill external paper trails.
These big corps lobby washington to turn a blind eye. ie; pay a politician a tidy sum to give an appearence at a dinner some place and say a few words.
