OSHA and some states have a list of things that a Bucket Truck operator and owner each must do. Some are a one time only thing, others are every day things.
For a list you can go to the OSHA web site. Start at section 1910.268. The Telecommunications Industry section There are many letters of interpretation or understanding as well available on the OSHA site.
Also check out 1910.67 Vehicle mounted elevating and rotating work platforms.

Basic Infor.
Owner must maintain a safe vehicle
Operator must operate truck in a safe manner.
Owner must provide safety harness if operator does not have on

Training
1.By the maker and or seller of bucket Trucks. Can get type and model specific.
2. By maker of another brand of truck. Can only train to type of truck not model specific. Obivous legal reasons.
3. A person who qualifies as a "Compentent Person" under OSHA's work rules. Usually a supervisor who has personnal knowledge of the work and skills required.
