Lets make sure we are talking about the same thing , you mention CM TX, to me that would be your modem transmit levels not rx level, they went up to 19 to 23 hmmm.. you forward levels you say are bang on. but looks like the return is high, you should start at the Receiver and work your way down the trunk.
Now if this is all the modems in the network could be a padding issue in the headend.
