CMA 4000's used are going for $6000-$10,000 equiped with all the toys. I would recomend you look into some of the mini hand held OTDR's on the market now. You can get them equiped with enough dynamic range to even do long haul and without virtualy any dead zone. Noyse and EXFO to name a couple. They're software is a lot more user frendly too. They're prices new are only a little more than a used CMA 4000. CMA 4000 is a good unit, I have 2. I am in the process of upgrading now. 930's are top of the line. If you buy them new with just a few options they will run you over $8000 a piece. You can get 920's pretty resonable used. M-90's are some of the most accurate splicers out there. $5000-$16000 used depending where you look. IMO I would not waste your time on a mini mass. Type 65 Sumatomo or 50R fujikura are excellent choices. I have heard mixed opinions on Fitels. I have no experience with them.
