ISO Info: Who is Guillermo Quiros?

Anyone know who this guy is? I got an email from him sounding like I was being accused of being some kind of rip-off. Claimed he had some bill or something for 7k. All I can think is that it is a case of mistaken identity or something considering I have never been in a position to have subs. The only person I ever had working for me was a salesman, and he ran off with $1,000 of my money after I fronted him some dough for a rental deposit.
