Slow times are inevitable. As a contractor, you don't get the security of constant work as an employee would. DNSC has to keep their hourly in-house techs doing something for their forty hours. Once those techs are in production, left overs are then given to contractors to cover the labor shortfalls. Contractors are always going to be "laid off" long before inhouse personnel are laid off. If DNSC has to lay off an inhouse tech, they have to pay unemployment or underemployment. As an outside contractor, you eat after all the dogs inside the house are fed.

Ask an inhouse tech if he isn't getting enough work to keep his company van moving. You'll get a WTF look from him.
