Ok lets start with the real reason they require it. Comcast has to release itself from the primes employees. Now insurance guy says to comcast show me your outpay for labor done on comcast properties. Comcast shows them their employess and contractors pay. Insurance guy goes to contractors section and says hey you didnt pay a premium on this guy and he worked here. Well he shows them the primes policy during the audit. Then comcast gets to keep the 10%+ of whatever was paid to prime contractor. Guess what crap rolls down hill. Next we have the primes insurance agent auditing him and says hey what about the subs they have to be covered by you per contract with prime(comcast). Well primes shows auditor your policy(the sub). Now you are exempt from him being charged a premium for WC. Heres the tricky part. Lets say you work in the state of TN where you cannot waive WC and even though you get the certificate. The prime and comcast are ultimately responsible if you get hurt in TN. We have GA + MS where there is waiver form.
