NO SIR, Depending on the cable system but, FCC states that the cable installed will remain the property of the cable company with the option for the home owner to PURCHASE it with in a given time furthermore, IT is a FCC violation with fine of up to $50,000 for ANYONE to cut an existing active cable line. That means if Mr dish Tech shows up and the cable co has not disconnected service yet he/she is not allowed to cut any active line in the home. Besides that any self respecting installer does not need too, even in an apartment building, the CATV co will open the Box for them.
