If we go to the basics, at the Maxwell laws, we all know and we shall remind that the RF frequency no need cable to travel from a point to another. The RF frequency need a wave guide to travel from a point to another point. But is very hard to make a network with wave guide ( you use only from the last amplifier to the antenna in terrestrial station with very high power) so they invented the cable, the coaxial cable. So for this consideration the RF spectrum travel in the aria of the cable which is inside the outer conductor ( because is not air you have velocity of propagation less then light speed). For transporting the AC you need 2 conductors, otherwise you can not close the circuit so you will not current travel.
