I can't imagine the foam carries the signal, it's not a conductor. I think the signal (which is just a digital "offs" and "ons") is carried through the core, proabably along the skin of the conductor.
That's how it's done with cable using microvolts, I can't imagine they would have to reinvent the wheel to accomodate 12 volt DC.
