Each state has its own separate laws. Most require that you receive written notification and sign off on the charge back before they can be performed. If your check is short $500 one week and is just listed as "Charge Backs", that is illegal. If you were given documentation and agreed to what was being done, that is legal.
Most states also do not allow you to be charged back more than what you made. So if you have a $40 modem install that messes up and a MSO charges you an $85 truck roll fee as a charge back, that is illegal in most cases…Even if the particular MSO lost 4 billion dollars the previous year and needs to make money any way they can.
Just throw around the following terms: Labor board, labor law, lawyer and you should be fine. If all else fails, go visit the previous terms and see how much money you can get back.
