Thats not really true all they have to do is license them in the US. There are a few groups who are pushing this. The religious right who are always pushing to make gambling illegal and for not allowing more gambling because they dont want people to decide for themselves what they want to do with there money,+ credit card companies and probably state lotteries and horse tracks are also for this.
MGM/ Ceasers and countless other casinos would jump all over the chance to do this. You could spread the tax money equally amoung all the states.
These lawmakers would rather you go spend all your money on 1 in 50 million chances to win the lottery. Than let you decide you want a 50/50% or a 66.6/ 33.3% chance of winning or getting your money back. Which is the what the odds would be. The 66.6% chance is in Ftball/Basketball because of the lines you could have a tie if you play the points.
Its all about personal responsibility and the goverment staying out of our lives for the most part.
