When installing a FDE- you must use a FDE preform- Longer Bail. They are used in place of a DDE, cable will not rub existing down guys. A dead end slack span is required when you can't anchor the last pole, you can't run Pole-Pole guy, you can't run OHG or if your just a clum-some, you just didn't know any better and followed pwr/tel co. Some states don't allow such, some states use it to get additional 4" clearance from power, etc, etc.
