Legal info?

Anyone out there with any legal knowledge or management credentials to tell if what Bruister is now trying to do is even legal? The company owned vehicle techs now have to drive the comp vehicle to the firest job for free (no matter where it is), and from the last job to home for free. What happens if tech has an accident off the clock in the white van traveling to or from a job? I'm sure he would have been "on the clock" for workmans comp purposes and insurance.
