Non-Competes are meant to keep installers from stealing a contract from a prime. Since installers know how you operate and your trade secrets, it could put them at an unfair advantage. It does not give a prime the authority to deny someone's right to work, even if it is a competitor.
The nature of business in this country is based on competition, if a guy can get a better price or benefits, etc. He has the right to accept them (just like saving money at Wal-Mart).
