Some companies have a policy for that, others, if asked will say,"Huh,what?" My rule is leave yourself a "saftey net" by leaving enough cable for at least 1 mistake, preferebly 2. Slack is good just from the standpoint of in the future they might need to move eqiupment around. Some companies will plan for slack loops and have ladder framework on the wall usually where the cable enters the building. Others will have slack in a Hand Hole or Man Hole just outside the headend. Now concerning your Plenum (inside cable) the same goes. you need to leave at least 1 mistake worth (15'). As long as it's neat and does not capture any other cables you should be fine. Always run it by the Head End or CO Supervisor first. This will save you a lot headaces and redoes.
